異常気象など環境変化への対応 焼津市は静岡県中部に位置しており、南海トラフ地震など様々な災害に対する対応能力の向上が急務とされています。また近年の異常気象による大雨、洪水などの災害の可能性も全国的に高まっており、我々地域防災課では環境の変化に迅速に対応していかなければいけません。 焼津市はドローンがまだ普及していなかった2015 年度から小型で機動力が高いドローン「DJI Phantom 3」に着目し導入を決定。土砂崩れの現場など人や車両が入れない現場でPhantom 3 を使っていく中で、ドローンの状況把握力の高さを確認しました。 焼津市では体制の充実やドローンの積極運用を推進するため、Inspire 1、Inspire 2、Matrice 210 (M210) を段階的に導入し、災害対応能力を向上させています。またドローンを有効に活用ため、市が管理する施設の点検作業などにもM210 を活用しています。 # 緊急車両にドローンを常時搭載 地域防災課では現在、緊急車輌にInspire 2 もしくはM210を常時搭載しております。火災や救助など危機管理事案が発生するとすぐに現場に急行し、志太消防本部消防指令センターに映像を中継します。 ある火災現場で出動した際、火災現場が山間部で現場や消防車に積載してある消防用水だけでは足りない可能性がある事案がありました。山間であることに加え、冬で空気が乾燥し、強風であったことから、いかにドローンを活用し、消防活動を支援して被害の軽減につなげるかを考えました。現場では、ブルーシーガルズがInspire 2 で、消防隊とともに消防用水を追加で確保できそうな水源を探し、現場近くの海からホースを引くにあたっての障害の有無も確認しました。また、現場の車両配置状況の確認や、山林への飛び火警戒を行いました。 # Mavic 2 Enterprise が持つ可能性 今回、Mavic 2 Enterprise をテストしたのですが、防災分野での大きな可能性を感じています。特に飛行性能の高さと拡張アタッチメントに注目しており、今まで実現したくても出来なかった活動が簡単に実施できると考えています。 1: 携帯性と飛行性能 Inspire 2、M210 もコンパクトに設計されていますが、Mavic 2 Enterprise は更にコンパクトです。折り畳めば片手で十分持てますし、重量は1kg もなく携帯性も抜群です。 機体が軽量で小型だと飛行性能が劣るのではと心配していたのですが、実際に海上でMavic 2 Enterprise を使い、長距離捜索訓練を行いましたが強風の中でも問題なく捜索活動を実施できました。また取り扱いも簡単で、飛行経験が少ない隊員でも十分に扱える機材だと思いました。 2: 拡張アタッチメントの利便性 Mavic 2 Enterprise にはビーコン、スピーカー、ライトが装着できます。まずスピーカーですが、山岳救助、水難救助を想定して実際に要救助者を設定して音声の到達距離などを検証しました。 スピーカーのサイズが小型であったため、音声の到達距離が心配だったのですがいずれの現場でも100m 以上の距離でも音声が聴取できる事を確認しました。細部までは聞き取れませんでしたが、音自体は300m 以上到達しておりこれには驚きました。 ![010Y7152-2](https://enterprise-insights.dji.com/hs-fs/hubfs/010Y7152-2.jpg?width=842&name=010Y7152-2.jpg) Mavic 2 Enterprise に搭載可能な10Wスピーカーの音声到達距離は100m以上 スピーカーによる呼びかけを行いたいと以前から考えていましたが、これまでは大型ドローンが必要で現場での取り回しが難しいという課題もありました。Mavic 2 Enterprise により災害時の避難誘導や要救助者への呼びかけが容易になったと思います。 またサーチライトも明度が2400 ルーメンと非常に明るく、夜間の捜索を想定してテトラポッドなどを夜間に照らしてみましたが可視光カメラでも十分状況の把握ができました。あわせてカメラのズームが活用できることも大きなメリットです。 ![スクリーンショット 2018-12-16 16.43.55](https://enterprise-insights.dji.com/hs-fs/hubfs/%E3%82%B9%E3%82%AF%E3%83%AA%E3%83%BC%E3%83%B3%E3%82%B7%E3%83%A7%E3%83%83%E3%83%88%202018-12-16%2016.43.55.png?width=852&name=%E3%82%B9%E3%82%AF%E3%83%AA%E3%83%BC%E3%83%B3%E3%82%B7%E3%83%A7%E3%83%83%E3%83%88%202018-12-16%2016.43.55.png) Mavic 2 Enterprise を活用すれば夜間捜索も可能。 従来ですと夜間の捜索は二次災害の恐れがあるため難しいのですが、Mavic 2 Enterprise を使う事で、捜索活動を行う救助隊のリスクを抑えることができると感じました。これは他の機材にはない大きなアドバンテージです。 ３：改良された映像伝送装置 Mavic 2 Enterprise の画像伝送システムは、OcuSync2.0 を搭載しています。Mavic 2 Enterprise の伝送が途切れる事なく長距離でも安定した映像の取得ができました。洋上捜索では長距離の飛行が多くなりますので、映像伝送装置の改良は非常に助かります。 # Mavic 2 Enterprise の活用法 Inspire 2、M210 など焼津市は様々な機体を運用していますがMavic 2 Enterprise はその間を埋める機材だと思っています。 確かに搭載可能なセンサーのスペックや積載量だけを見ると、Inspire 2 やM210 の方が勝っています。しかしMavic 2　Enterpriseは即応性、携行性というメリットがあります。火災など緊急性が高い事案では初動対応が重要であり、速やかに離陸し、情報収集をする必要がありますが、Mavic 2 Enterpriseはカメラ、プロペラが装着された状態で収納されており、現場到着から活動開始までの大幅な時間短縮が可能です。 また、災害対応機関によっては、活動する場所や車輌への積載に制限がある場合もあり、拡張ユニットも含めてコンパクトに収納できることは、機体を選定するうえで、機関によっては新たな選択肢となるはずですし、ドローンが災害対応で活躍するシーンが増えるのではないでしょうか。 ![9-裁](https://enterprise-insights.dji.com/hs-fs/hubfs/9-%E8%A3%81.jpg?width=5019&name=9-%E8%A3%81.jpg) Mavic 2 Enterprise 付属ケースにはアタッチメントを装着したままで機材の収納が可能。離陸までの時間は 30 秒程度。 #
