警務課は、警察組織の規定の中で、人事や装備を担当する部署にあたる。ドローンは警察の装備資機材という扱いとなり、警務課の中の装備係で運用している。2017年11月に、ドローンを警察業務に取り入れた栃木県警のドローン操縦者は6名。その導入と運用について、栃木県警本部警務部警務課装備係の秋山英輔 警部と五十嵐隼 警部補に話を聞いた。 # 発展途上ながら、ドローンの有効性に着目   　ドローン導入にあたって、栃木県警ではどのような背景があったのかを秋山警部に聞いてみた。 　「県警の業務におけるドローンの有効性を知ったのは今から５、６年ほど前です。当時メディアなどでドローンが紹介され始め、無人での飛行が可能で、警察官が立ち入れないような危険箇所も空域から確認することができる、ということを知りました。一方で、当時はまだドローンの飛行性能はまだ発展途上の状況だったため、安全性の観点から否定的な意見もあり、ドローンを導入するには至りませんでした。しかし近年、多発する災害現場での有効性が改めて認められ、ドローン自体の性能も向上しているという状況でしたので、２、３年前から県警内でも専門家を招いて講習会を開くなどして、本格的に導入を検討しました」 山岳遭難救出援助訓練（2017年12月8日） # 現場から上がったドローン導入の要望 導入検討を進めていた2017年3月に栃木県那須町の那須岳で起こったのが、高校生など8名の方が犠牲となった雪崩事故だった。 　「県警からは機動隊や山岳警備隊などが雪崩事故の救助活動に向かいました。現場は雪深い急傾斜地だったため、非常に危険で、要救助者の捜索、救助、救出は困難を極めた状況でした。この出動の後、現場の警察官から『ドローンを飛行させて空域から捜索することで、もっと早く要救助者の発見や、迅速かつ的確な救出救助が可能になるのではないか』といった声が多く上がりました。また『ドローンで事前に危険箇所がわかるのであれば、二次被害の防止にもつながるのではないか』という意見も寄せられました」 　そこで秋山警部は、事故直後の2017年3月にはドローン導入に向けて、人命救助以外の活用も含めて、県警内のドローンに関する要望集約を行なった。 　「県警内からは交通事故現場の検証などドローンに関する要望を集約しました。次にドローンの機種や発注業者の選定作業に取り組みました。当時、すでにドローンを導入している都道府県警からのヒアリングなどを行い、機種は、安全性やカメラ性能、ユーザー数の多さなどを考慮してDJI社のMatrice 100となりました（※2017年４月段階での候補。実際の導入機材は、のちに発表されたMatrice 210）。業者については、栃木県警の初となるドローンでしたので、ただ単にDJI社製品を取り扱っているというだけではなく、ドローンに精通し、アフターケアや飛行訓練に関しても充実している業者が必要だと考え、最終的には地元の株式会社NSi真岡に決まりました」 機種と業者が決まったところで、秋山警部は予算の確保を急いだという。それはすぐにも事故や災害に備えたいという想いからだ。 　「12月には次の冬山シーズンが始まるため、そこに間に合わせたいと考えていました。予算は通常なら翌年度に付くものですが、９月補正予算で山岳遭難救助用資機材の中の１つとしてドローンの導入費用を確保しました。その予算の配当を待って栃木県警初となるドローンが導入されました」 # ドローンの映像によって高まった現場の効率と安全 導入以降のドローンの運用について、五十嵐警部補に聞いた。 　「現在、ドローンの操縦者に登録されているオペレーターは６名です。ドローン操縦の訓練は、月２回ほど、機動隊などがある警察学校の敷地内で行っています。また機動隊や山岳警備隊などが集まる大規模な訓練を年に５回ほど行っているのですが、そちらにもドローンを運用するため参加しています」 ![pic1](https://enterprise-insights.dji.com/hs-fs/hubfs/pic1.png?width=733&name=pic1.png) 那須町行方不明者捜索（2017年1月13日） 実際のドローン導入の効果について、秋山警部に聞いてみた。 　「まだ導入されて半年あまりですが、やはりドローンによって捜査・捜索の現場での効率向上、危険性の低減といった効果が認められます。実際に2018年１月に冬山での捜索・救助の要請があり、われわれもドローンを運用して捜索に加わりました。五十嵐警部補が飛ばすドローンで撮影した映像を、私が大型モニターで確認するという体制で捜索したところ、不明者のものと思われる足跡などを見つけました。地上の捜索班は集団で行動しているはずなので、その足跡は複数人数分になりますが、ドローンで見つけた足跡は単独の人のものでした。そこで、地上の捜索班と連携してその付近を重点的に調べることで、行方不明者の発見に貢献できました。足跡の捜索だけでなく、捜索班が立ち入れない危険箇所か、そうでないかの判断にもドローンの映像が役立ちました」
